Preparation of technical documentation for substandard Roma settlements

Through the Project activities, fourteen local self-governments, selected within the first round, will be supported in the preparation of urban and technical documentation for sustainable housing solutions of Roma population

In order to solve the existing systemic problems, as well as to generally improve living conditions of Roma minority in Serbia, the Government of the Republic of Serbia adopted the Strategy for Social Inclusion of Roma in the Republic of Serbia for the period 2016-2025. Roma are the largest ethnic minority in Europe, but the overall assessment is that they remain the most discriminated and the most marginalized group.

On its path to the European Union, Serbia undertakes the obligation of social inclusion of Roma, that is, creating conditions for the full exercise of human rights for Roma population. The European Union continues to make efforts toward integration of Roma into the societies in which they live. One of such efforts is funding the Project “EU Support to Improvement of Living Conditions of Roma”. The overall objective of the Project is the sustainable improvement of social inclusion of Roma through further investment in sustainable housing solutions, better access of Roma pupils to the education system and strengthening of national Roma inclusion mechanisms at the local level. 

A number of measures in this Project relate to the development of necessary technical documentation for the sustainable improvement of housing solutions in substandard Roma settlements in Serbia. Within the first round, 14 local self-governments were selected to be supported, among other things, in the preparation of regulation plans, urban projects, land readjustment plans and relocation plans. Support will also include the development of technical documentation for the construction of roads and municipal infrastructure, water supply and sewer networks, wastewater treatment plants, but also the construction of residential facilities, kindergartens and community centers. 

Local self-governments selected within the first round of support are: Novi Sad, Vrsac, Sombor, Subotica, Smederevska Palanka, Smederevo, Lebane, Odzaci, Kostolac, Loznica, Trstenik, Beocin, Novi Pazar and Boljevac.
