Europe for Citizens

The Europe for Citizens Programme aims to promote European identity and European citizenship. The overall objectives of the Programme are the funding of projects aimed at better understanding of the EU, its history and diversity, and the promotion of European citizenship and the improvement of civic and democratic participation at the EU level. The Europe for Citizens Programme is divided in two areas: European remembrance and Democratic engagement and civic participation. The aim of the first area is the awareness of historical continuity, common European values and goals. The purpose of the second area is to support the democratic participation of citizens in life and development in Europe.

It has a total budget of EUR 187 million for 2014-20.

What does it support? This EU programme offers funding support in two thematic areas:

"European Remembrance": This strand of the programme focuses on Europe as a peace project. We must keep the memories of the past alive while we build the future. The programme will support initiatives which reflect on the causes of the totalitarian regimes that blighted Europe's modern history, look at its other defining moments and reference points, and consider different historical perspectives. Remembering the lessons of the past is a pre-requisite for building a brighter future.

"Democratic engagement and civic participation": This part of the programme aims at strengthening the general public's understanding of how EU policies are shaped today. It also fosters the close involvement of civil society in European policy-making. Citizens' organisations can draw on funding to encourage and develop the responsible, democratic civic engagement of the general public in the processes of European integration.

Who can apply? Public bodies or non-profit organisations with a legal personality can apply. 

Europe for Citizens - European remembrance: Public local/regional authorities or non-profit organisations, including civil society organisations, survivors' associations and cultural, youth, educational and research organisations, associations of twinned towns. A project must involve organisations from at least one member state. Preference will be given to transnational projects.

Europe for Citizens - Democratic engagement and civic participation: Specific criteria apply according to the Measure.

Under Europe for Citizens programme of bringing the Union closer to citizens the general objectives are: to contribute to citizens' understanding of the Union, its history and diversity; to foster European citizenship and to improve conditions for civic and democratic participation at Union level. Specific objectives of this action under sub-programmes "Democratic Engagement and Civic Participation" are: to develop networks of towns, municipalities and associations working together on a common theme in a long-term perspective through activities covering civic participation across the Europe.

Reference: EACEA/52/2019          Maximum indicative amount per project: EUR 150,000.

Project must include municipalities from at least four countries of which at least two are an EU Member State.

Civil society projects

Programs: Europe for Citizens

Sectors: Democracy and Human Rights, Social Inclusion

For: Non-governmental organisation (NGO), Young people, Public body on local or national level

Under Europe for Citizens programme of bringing the Union closer to citizens the general objectives are: to contribute to citizens' understanding of the Union, its history and diversity; to foster European citizenship and to improve conditions for civic and democratic participation at Union level. Specific objectives of this action under sub-programmes "Democratic Engagement and Civic Participation" are: to support projects promoted by transnational partnerships and networks directly actively involving citizens, covering at least two activities directly linked to Union policies: Promotion of societal engagement and solidarity; Gathering of opinions; Volunteering. Activities can include promoting debate/campaigns/actions/use of social networks, webinars, etc.

TOWN TWINNING

Programs: Europe for Citizens

Sectors: Democracy and Human Rights

For: Non-governmental organisation (NGO), Public body on local or national level

Under Europe for Citizens programme of bringing the Union closer to citizens the general objectives are: to contribute to citizens' understanding of the Union, its history and diversity; to foster European citizenship and to improve conditions for civic and democratic participation at Union level. Specific objectives of this action under sub-programmes "Democratic Engagement and Civic Participation" are: to  support projects bringing together a wide range of citizens from twinned towns at local and Union levels to debate on concrete issues from the European political agenda.

Reference: EACEA/52/2019          Maximum indicative amount per project: EUR 25,000.

Project must include municipalities from at least two countries of which at least one is an EU Member State. Project must involve a minimum of 25 invited participants.
