EU4ClimateActionSerbia (EU4CAS) is Project focusing on improving the climate change policy and legal framework, strengthening capacities for its implementation and assisting Serbia in developing mechanisms to support industry-related decarbonization.
Project will contribute to a better environmental and climate change status and quality of life for citizens in the Republic of Serbia and support the implementation of the EU Green Agenda. As a candidate country, Serbia is already making efforts to align with EU policies and actions and achieve climate neutrality by 2050.
PROJECT OBJECTIVES
Providing support to Serbian partners in carrying out a detailed analysis of the strategic policy and legislative framework and, with particular reference to the three key pillars of the EU climate legislation; Emissions Trading System (ETS) Directive, Effort Sharing Regulation (ESR) and Land-use and Land-use Change Regulation (LULUCF), aimed at reducing emissions in energy and industrial sector, transport, buildings, agriculture as well as regulating carbon dioxide removals in forestry and land sector respectively.
In parallel, four Road Maps for decarbonization for different sectors will be developed along with mechanisms to support industry in decarbonisation, thus contributing to job creation and economic development in Serbia. The Project will work towards improvement of the relevant legal framework and its alignment to “Fit for 55” legislation package, strengthening the capacities to implement and enforce the laws, establishing a framework for translating technical requirements into the by-laws and enabling further alignment with EU ETS Directive and other relevant EU acquis.
Project will provide practical assistance to Serbian public administration and the Ministry of Environmental Protection in the alignment with EU policies and legislation, as well as to business sector through defining specific mechanisms and support programs for the industrial sector, to facilitate the transition to low-carbon economy and decarbonization.
Project will assist Serbia to improve and further develop national implementation capacities for climate change policy. Considering that various sectoral policies and policy documents need to be in line with the EU Green Deal and the objective of climate neutrality by 2050, the Roadmap for further improvement of climate change policy planning will facilitate collaboration and coordination, and enable complementarity, coherence and synergies between sectoral policies.
RESULTS
Roadmap with recommendations for alignment with the European Green Deal (EGD) and “Fit for 55” targets, objectives and requirements for mainstreaming climate change into sectoral policies. This will be followed by the EU legislative alignment of the Serbian climate change law and the relevant by-laws to reflect gap analysis and recommendations. Assessment of the institutional framework with recommendations for mechanisms of coordination between relevant institutions and capacity building programme enabling institutions and staff to implement the changes. The administrative capacity will be strengthened to achieve a low-carbon competitive economy and climate-resilient society/economy in line with the EU accession process. PUBLIC AWARENESS AND PARTICIPATION
The adoption of the Law on Climate Change created a new framework that enabled establishment of the coordination mechanisms between the key stakeholders involved in climate governance. The Project will improve communication with stakeholders including the industry representatives and non-governmental environmental organizations.
