Delegation of the Special Investigative Service of Lithuania (STT) visited the Agency for Prevention of Corruption

Within the project activities in the field of prevention of corruption, representatives of the Special Investigative Service of Lithuania (STT) held a series of working meetings with representatives of the Agency for Prevention of Corruption during a two-week visit to the Agency from 21 November to 1 December 2022, with special reference to examples from Lithuania. The meetings were attended by representatives of several sectors of the Agency for Prevention of Corruption - Sector for Legal Affairs, Sector for Prevention and Strengthening Integrity, Sector for Conflict of Interest and Lobbying Issues, and Sector for External Affairs and Strategic Development attended the meetings, Sector for Media and Civil Society Cooperation.

Support for the activities was provided by the project "Support for Strengthening Rule of Law in the Republic of Serbia" (EU FOR THE FIGHT AGAINST CORRUPTION AND FOR FUNDAMENTAL RIGHTS), financed by the EU, German Federal Ministry for Economic Cooperation and development (BMZ), Austrian Development Cooperation (ADC), whose implementation is in charge of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, ADA, CPMA and OSCE Mission to Serbia.

Topics related to corruption risk assessment, information sources, methods, and case studies were discussed at the meetings, and the amended Law on Prevention of Corruption of Lithuania was also presented. Special attention was paid to corruption risk assessment in legislation. Lithuanian methodology on corruption proofing (anti-corruption assessment of legislation), STT monitoring system of the implementation of the remarks, and methodology on anti-corruption assessment of legislation for other institutions were presented. Topics regarding anti-corruption education, awareness raising, and communication were discussed also. The legal framework of anti-corruption education, tools of anti-corruption education, principles, and target groups of awareness-raising activities of the STT were presented, with the examples from Lithuania. Strategic communication in the field of anti-corruption was also discussed, where the goals, basic principles, commonly used practices of external communication, as well as the importance and best practices of internal communication were presented. During the meetings, the possibilities of adopting and adapting the presented tools and principles of awareness-raising and communication, to the system of Serbia, was discussed during the meetings.

After getting acquainted with the Corruption Proofing Methodology of the Agency and discussion, the most relevant ways for the improvement of Serbian procedure on anti-corruption assessment of legislation were presented.
