The beginning of the development of the Integrated Tariff Management System - a key step towards modernized customs

The launch of the development of a program to improve customs and tariff management was marked by representatives of the Customs Administration of the Republic of Serbia and the United Nations Development Programme (UNDP), with the support of the European Union (EU). This initiative involves the Integrated Tariff Management System (ITMS), which leverages modern technology to make customs processes faster, simpler, and more efficient.

Dragan Kuzmanović, Assistant Director of the Customs Administration in the Division for Tariff Affairs, emphasized the importance of the tariff system, as none of the core customs systems can function without it. He added that Customs is currently working on introducing automated systems for import, export, and customs decision management, while the New Computerized Transit System (NCTS) has already been in operation for several years.

Marijana Trifunović Stefanović, Portfolio Manager for Public Administration and Public Finance Reform at UNDP, stated that the ITMS is planned for completion by the end of 2026. She highlighted the complexity and challenges of implementing the system due to its integration with other systems currently under development in the Customs Administration. She stressed the importance of full commitment from all participants to ensure the system is delivered successfully and on time.

Customs pillar lead, Gordana Džamić Radević, shared technical details and discussed the next steps with the team developing the program.

The ITMS will revolutionize customs operations in Serbia by using advanced digital tools. Modern software and automated systems will enable faster processing of customs documents, better tracking of goods, and easier information exchange, fully aligned with European Union systems. This will save time, reduce paperwork, and improve transparency, benefiting both the economy and the public.

The introduction of the Integrated Tariff Management System for Serbia’s Customs Administration is part of the "EU for Public Finance Management in Serbia", funded by the European Union and implemented by UNDP, in partnership with the Center for Excellence in Finance (CEF) and the Ministry of Finance of Slovakia.
