Assistance to Energy Agency of the Republic of Serbia - AERS

Summary

Serbia's economy is consuming 2.7 times more energy than an average EU country. Serbian energy sector is lagging in terms of technological development. It has not been operating commercially for decades. Poor energy efficiency is one of the main challenges in this sector. There are still barriers for new market entrants. Technological upgrade and commercialisation need to be achieved simultaneously with strengthened policy, institutional and legislative framework. 

Although legislation in the energy sector in Serbia is in place, continuous support is needed for effective implementation of the recently adopted laws. This project assists the Energy Agency of the Republic of Serbia with adjusting electricity, natural gas, oil and oil derivatives to EU legislation within the stable regulatory framework. The Agency is responsible for price regulation; licensing energy entities to conduct energy activities; deciding on appeals; energy market supervision and international agreement implementation. These tasks affect vendors, consumers, transporters and gas distributers.

In order to be efficient, AERS needs to strengthen its capacities, improve monitoring and reporting mechanisms and strategic planning. This project focuses on supporting AERS to adjust to the EU energy legislation, including the so-called Third Energy Package for internal gas and electricity market in the European Union. Its purpose is to further open the gas and electricity markets in the EU with emphasis on unbundling and cost reflective tariffs in the energy sector.
