Business Stimulating Regulatory Framework

To support on-going reforms and improve business environment, IBE Project team drafts a proposal for a sustainable and more favorable tax regime, based on our Study of Tax Burdens for Businesses including total tax compliance costs for businesses operating in Serbia.

We will work to improve the operational framework for planning and building permits, and support implementation of the new regulatory framework on inspection oversight through training of inspectors and activities raising awareness of businesses on their rights and obligation during inspection visits.

Our IBE team also asses the legislative framework on employment and employment rights through impact analysis of the Labor Law and the Law on Records in the Field of Work.

Effectively implemented administrative procedures

Effectively implemented administrative procedures are a key precondition for a sustainable and developing economy.

IBE Project supports establishment and functioning of the United Public Register of Administrative Procedures and Other Business Requirements (UPR) as a key element for successful digitization of public administration in Serbia and their services provided to businesses.

We work to improve the business environment and reduce the administrative costs for businesses, as well as the improve transparency and stability of the business environment.


Efficient regulation and public policy adoption


IBE Project aims to increase participation of businesses in adoption of relevant regulations and public policies and provide updates to the Action Plan for Improving Business Environment. Our goal is also to establish an effective monitoring mechanism for the impact of regulation affecting businesses.


Who will benefit from our work?

Our Project estimates that 16 Government Ministries and 108 public institutions, organisations, enterprises and agencies will be involved in the development of the Operational Plan on the Establishment of UPR and benefit from its introduction. Businesses, especially SMEs and citizens are also among the key beneficiaries of the activity as it will allow them to complete administrative procedures faster, more efficiently and with less cost.
